Where a subdivision is not proposed, an additional metered service may be required for a dual occupancy or a granny flat.
Available options include:
NOTE: All meters connected to a property will incur availability and water usage charges. Refer to our metered services comparison guide for details on ongoing quarterly costs.
For Torrens title subdivisions, each dwelling must have a separate standard 20mm meter.
For Strata, Community or Neighbourhood title subdivisions, individual meters are also required but these meters may be configured on a manifold.
Metered service connection requirements will be stated on your Water Development Notice.
To assist you in understanding ongoing dual occupancy fees and charges, the below table provides a breakdown of current charges based on 2 x 20mm meters vs. 1 x 25mm meter.
Note: This table represents a quarterly water usage of 80kl in total (in either scenario). This amount is variable to the amount of water that goes through the meter.
* Water usage charge is based on the water recorded during the period multiplied by the water rate; the sewer usage charge is based on the water used multiplied by the discharge factor for dual occupancy and sewer use rate.

When you apply for an additional water meter, you will be asked to provide your Water Development Notice reference number (e.g. DA24/1234).
When applying for an additional water meter connection, you’ll need to upload a Service Location Plan — a simple diagram showing where you’d like the additional meter installed. This helps us position your meter correctly and efficiently.
Location requirements
Please ensure your nominated meter location:
You can upload your Service Location Plan in JPG or PDF format during the application process.
Important note - In some cases, conduit for a long service may already be installed, connecting to a water main located on the opposite side of the street. If your preferred meter location doesn’t align with the existing conduit, additional installation costs may apply. If this happens, we’ll contact you to discuss the costs and explore alternative location options.
Have your Water Development Notice reference number (e.g. DA23/1234) and Service Location Plan ready to upload when prompted.

Please be advised: Due to an influx of connections, an underbore installation will take a minimum of 30 business days.
On receipt of application, we will review your Service Location Plan and if viable, issue a payment advice (invoice).
Full payment must be made prior to works commencing.
On receipt of payment, we will install the additional meter in accordance with the approved Service Location Plan (or agreed alternative) within approximately 20 business days. To avoid delays, the site must have a minimum two (2) metre clearance at the installation point.
Please note that weather and site conditions may cause delays beyond the estimated timeframe.
All internal pipes on the property including taps and drains, are the property owner’s responsibility. Once the meter has been installed, the property owner or builder must engage a licensed plumber to connect the metered service to the dwelling.
Should a meter be damaged or interfered with, charges may be issued to the property owner.
